The Quality factor (Q) of an antenna is a measure of its effectiveness. The higher the Q, the more easily the antenna is de-tuned by proximity to metal. If the Q exceeds 20, the output capacitors will be overloaded resulting in long term reliability issues. Also, with a higher Q the antenna will be more influenced by any metal in close proximity and the tag data may not be interpreted correctly.
